JOB ANNOUNCEMENT A National level organization is implementing a International Project based on Education in Balochistan, to improve the quality of reading in public and private schools, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement. Applications are invited for the position of: Employee Type: Contract Employee Category: Full Time Joining / Availability: With immediate effect Following staff is required: S.N Vacant Position Qualification, Experience & Travel Requirements Primary Role Location No. of Positions 1 District Manager At least 5 Years’ Experience of managing a district level office of an INGO/LNGO preferably in education project. Experience with PRP or USAID funded project will be preferred. Minimum qualification Masters in Social Sciences preferably in Education or B.Ed. (Honors). This project has extensive field travel and the candidate should be willing to travel across district/province/region and to remote areas (at least 50% time in the field). Will provide leadership and overall management support to the Pakistan Reading Project. He/She will further Develop and maintain strong coordination with key stakeholders in the district e.g. district administration, education department, and other line departments for successful and sustainable implementation of projects initiatives; Manage in-service professional development activities in the district (that include face-to-face trainings, follow-ups and roll out of TIG activities); Ensure administrative and logistic support required to implement program activities in the district; Lead district based staff in detailed weekly/monthly planning including field travels/school visits while adhering to quarterly/annual/LoP work plan targets and indicators; Participate in the recruitment of School Support Associates and other district staff as per HR recruitment policies and guidelines; Under the guidance of Technical Coordinator, supervise district based staff that include School Support Associates and Admin. & Finance Officer etc. and appraises their performance as scheduled; Develop and submit monthly cash projection against program activities, support district based procurement (as needed); Ensure maintaining and updating of financial and compliance records/matters; Support the district, provincial and national offices in undertaking monitoring and data collection of work plan activities and participate in various surveys conducted in the district; Prepare and submit district level monthly, quarterly and annual reports and maintain updates to be shared with his/her supervisor and the provincial team on a regular or as and when required basis; Compile success stories from the field and undertake case studies to highlight impact of the project. Quetta, 1 Pishin 1 Killa Saifullah 1 Loralai 1 Ziarat 1 2 District Finance & Admin Officer At least 3 Years of Accounting Experience, Computer Literate with significant experience in MS Office, Excel, Accounting or FIS. Experience with PRP or USAID funded project will be preferred. Minimum qualification Bachelor’s in Accounting, Commerce, and preferable M.Com, MBA or relevant field. Reporting to District Manager while dealing with day to day operations of accounting department in field office, ensuring compliance with defined procedures and guidelines, processing finance and administrative matters as per policies and procedures, managing reporting related to operations section. Financials forecasting, general administrative responsibilities, supervise all activities in the district office on daily basis, facilities management & supplies, visitors, logistics management, coordinate with supervisor, carry out appraisals for staff in the department, personnel management and other duties assigned by supervisors. At least one year teaching experience at primary/elementary school level for graduates with a certificate/ degree in education. Experience as teacher trainer will be preferred. Candidates from same district / tehsil / UC will be preferred. This project has extensive field travel and the candidate should be willing to travel across UC / Tehsil / district and to remote areas (more than 75% time in the field). He / She will facilitate in-service professional development activities in the UC/Tehsil/District that include face-to-face trainings, follow-ups and roll out of TIG activities; Support teachers in implementing newly learned concepts and skills through regular follow-up support visits to schools; Work in close collaboration with teachers, head teachers and concerned education officer(s) in preparing and implementing school/ union council/ tehsil based reading improvement plans and strategies; Assist District Program Manager in managing administrative and logistic issue for a smooth implementation of program activities in the district; Assist District Program Manager in developing monthly cash projection against program activities, disbursement of project beneficiary allowances, district based procurement (as and where needed) and maintaining update financial and compliance records/matters; Assist District Program Manager in compiling monthly, quarterly and annual progress reports by providing updated and accurate information from field. In addition, collect and share success stories from the field to highlight impact of the program; Prepare/partake in detailed weekly/monthly plans including field travels/school visits while adhering to quarterly / annual / LoP work plan targets and indicators; Ensure proper record keeping of the TIG meetings, follow-up visit, and teacher observation tools and reporting those to the district office accordingly; Support teachers in maintaining portfolios with up to the mark quality; Assist the district, provincial and national offices in undertaking monitoring and data collection tasks; Collect content analytics from tablets; Provide updated contents, and first level support to tablet users about tablet and multimedia contents. Quetta 10 Pishin 10 Killa Saifullah 5 Loralai 5 Ziarat 3 4 Assessment Officer At least 2 Years’ Experience of Assessment, survey, studies particularly for early grade students/teachers (experience at provincial/regional level will be preferred) Experience with PRP or USAID funded project will be preferred. Experience in early grade Urdu reading and experience in Urdu phonics for early grades will be an added advantage. Minimum qualification Masters in Social Sciences preferably in Education. This project has extensive field travel and the candidate should be willing to travel whenever required. He / She will assist Assessment Manager in providing support to department to analysis already developed standardized assessment tool like ASER / EGRA and their results (findings); Support Assessment Manager in coordination with authorities to design provincial reading assessment tools; Help Assessment Manager to provide support to PEAC/ KEACE team to identify and address system weaknesses through diagnostic assessment; Assist Policy team to support DoE regarding formulation/ development approval and implementation of policies regarding teaching Reading and Reading Assessment in the region; Assist Assessment Manager in developing and implementing monthly/ quarterly work plans, events calendar, and reports; Give support in development of strategy to review existing situation of PEAS/ KEACE and in developing recommendations to strengthen these institutes with PEAC/KEACE teams; Support component -2 team in organizing all events like workshops, meetings etc. from raising request for event management to report writing; Facilitate team in coordinating with DoE officials to perform/ complete different activities of the project; Maintain / keep all necessary record of project activities for M&E purposes. Provincial Office (Quetta) 1 5 M&E Officer At least 3 Years of Experience on data analysis by using MS. Excel, MS. Access and SPSS. Experience with PRP or USAID funded project will be preferred. Minimum qualification Master Degree (preferably in IT/computer science/Social Sciences). This project has extensive field travel and the candidate should be willing to travel across UCs / Tehsils / districts and to remote areas (more than 60% time in the field). M&E officer is responsible for assisting the M&E Coordinator in overall Monitoring and Evaluation of project in respective target area. Under the supervision of & technical guidelines from M&E Coordinator, the M&E Officer will be responsible, among others, for collection and compilation of data from the program teams for reporting, updating the data in the M&E-Information System (M&E-IS), make arrangements for M&E related activities including capacity building. The position holder will assist in preparation of various M&E related reports including monthly updates and monthly, quarterly and annual reports. S/he will also assist in collection and entry of data for various surveys/studies undertaken internally and externally. M&E Officer will conduct field monitoring visits of program activities as and when required. S/he will ensure proper recordkeeping of all M&E records of M&E unit. The position holder will work closely with component-base M&E focal persons and will extend all possible support to them in ensuring quality of data and use of standardized data collection and reporting tools. Provincial Office (Quetta) 1 6 M&E / Communication Officer At least 3 Years of Experience on data analysis by using MS. Excel, MS. Access and SPSS. Experience with PRP or USAID funded project will be preferred. Minimum qualification Master Degree (preferably in IT/computer science/Social Sciences/Management Sciences). This project has extensive field travel and the candidate should be willing to travel across UCs / Tehsils / districts and to remote areas (more than 60% time in the field). Under the supervision of the M&E Coordinator, the M&E and Communication Officer is responsible for ensuring field data is gathered, summarized and registered, ensuring the quality of data entered (develop or amend the database and formats when needed) and reported, helping to produce initial data analysis. M&E and Communication Officer will contribute to produce communication materials in as per requirements, policies and procedures of the project, based on the results of the projects. Additional will support program team in the development of new communication materials. S/he will ensure proper recordkeeping of all M&E records of M&E unit. The position holder will work closely with component-base M&E focal persons and will extend all possible support to them in ensuring quality of data and use of standardized data collection and reporting tools; Managing and organizing events, producing press releases, media coverage, Photography; Products/material developed under Project adhere to the branding and marking requirements; Willingness and ability to travel extensively to visit field-sites and document findings; Knowledge of/experience with photography, videography and social media; Excellent Report writing and communication skills. Provincial Office (Quetta) 1 7 Office Assistant / Aid At least 2 Years of related experience. Experience with PRP or USAID funded project will be preferred. Minimum qualification Middle. Organize electronic & paper files; Monitor the use of equipment & supplies within office; Coordinating maintenance & repair of office Equipment; Deal with courier, Parcels, telephonic calls; making sure clean environment of the office; taking care of office equipment; facilitation to employees in their working environment.
