JOB ANNOUNCEMENT Oxfam, an international NGO working with others to find lasting solutions to poverty and suffering, has been working in Yemen since 1983. Oxfam announces the following vacancy for its programme MEAL Project Manager Contract Duration: Three months extendable Location: Al Hodeidah and Hajjah Main Responsibilities • Read and review the project’s key documents, including but not limited to project proposal and log frame, internal working document M&E activities, DFID cash transfer and WASH final evaluation…etc • In consultation with the Resilience MEAL Advisor, other members of the team, partner’s staff and other relevant stakeholders, assist in the development of the project’s monitoring and evaluation (M&E) framework. • Accompany the Resilience MEAL Advisor and MEAL team in the development of appropriate methods and tools for the baseline, including support relevant MEAL staff in reviewing and finalizing the questionnaire for the baseline survey, support the training of enumerators on data collection methods, support field test of methods and tools, supervise field team in data collection, spot check data and make adjustments where necessary, and support relevant MEAL staff in developing a robust data management system, including data entry, analysis and reporting for the baseline, and ensuring that data systems can be maintained. • Work with the Resilience MEAL Advisor to identify needs and conduct training. • Accompany Oxfam MEAL, EFSL, and WASH teams and partners in the implementation of the baseline survey. • Support the finalization of the first draft of the project’s baseline report. • Other tasks as needed to support the MEAL team. Skills and Competencies Required for this Role • A university degree in Social Sciences or related discipline. • Proven experience in the development of MEAL systems and baseline surveys. • 3 to 5 years of relevant experience and in working with development international organization. • Practical experience in designing and implementing baseline project evaluations including use of participatory quantitative and qualitative methods. • Proven experience in capacity building and training. • Excellent verbal/written communication skills and strong report writing skills especially in English. • Ability to work with a diverse team and under pressure.
