JOSEPH NDUNDA JUNE 17, 2013-06-17 POLICE REFORMS ARRESTED The deployment of 141 County Police chiefs by the Inspector General of police David Kimaiyo were aimed at “strengthening security operations” in counties as due process of recruiting County Police and AP commanders is undertaken, Interior Cabinet Secretary Joseph Ole Lenku has said. Lenku has said that the move came after president Uhuru Kenyatta ordered recall of all Provincial Police Officers (PPOs) after altering the provincial administration system that saw provincial Commissioners struck out to align with the devolved system. “We have deployed “some people” to take charge of security at the counties and the decision was reached after extensive deliberations with all stakeholders,” said Lenku. What was however not clear is why the NPSC was not involved in the deployment of the Police, AP, and CID heads in counties single-handedly made by Kimaiyo and these stakeholders who surpass he NPSC in running security. The NPSC has advertised the positions of county police commanders. At a joint press conference with both Kavuludi and Kimaiyo, convened at his Harambee house office, Lenku has dismissed as falsehoods, claims that there is a tug of war between IG Kimaiyo and National Police Service Commission NPSC chaired by Johnstone Kavuludi. Kavuludi said his commission which IG Kimaiyo and his two deputies are members will conduct interviews for the posts in due time but both declined to clarify that the appointments made by the top cop are temporary. “Deployment is not appointment,” said Kavuludi.” “The necessity of security does not wait for advertisement, interview and the entire human resources process” he added. The IG Kimaiyo said: “This is deployment like any other in any government department”
