Job Advertisements Source: Weekend Nation, 8th March 2014 Position Title: Information and Technology Officer Location: Lilongwe, Malawi Duration of Assignment: One year Reporting to: Coordinator Social Cash Transfer Secretariat, Ministry of Gender, Children and Social Welfare; Chief Social Policy, UNICEF Malawi Scope of Work: The IT Officer will assist and oversee the automation of key processes of the Social Cash Transfer Programme through capacity development of MIS users and trouble shooting of bottlenecks and issuesto ensure the effective start up and integration into programme operations. The applications include financial and programme management databases and processes both at district and national level, payments and operational software applications as well as Local Area Network (LAN), the Wide Area Network (WAN) and external resources through internet. The IT officer will support the entire SCTP with special focus on those districts which are not being managed by Ayala Consultants. Upon completion of the 6 month probationary period, a joint performance review will be conducted by the Ministry of Gender, Children and Social Welfare (MoGCSW) and UNICEF at which point, a possible 6 month extension of contract may be awarded. The IT Officer will work from the SCTP secretariat and will report to the Social Cash Transfer Secretariat Coordinator (Director of Social Protection Services) in the MoGCSW. Timeframe of the following tasks will be agreed upon jointly with the Ministry of Gender, Children and Social Welfare MOGCSW and UNICEF. Results of monthly activity implementation will be included in the consultants monthly activity reports. 1. Develop and conduct various training and instructions for system users at national and district level on operating systems, relational databases and other applications; assist users in maximizing use of the MIS. 2. Provide direct technical support on MIS operations, management, updates and troubleshooting to district implementers. This includes direct supervision of data management and quality, monitored from the MIS located in the MoGCSW 3. Ensure timelyinstallation and upgrades of the financial and operational software applications, programme website and e-payment related inter-phases. Implement information security policies such as managing user accounts, network security, firewalls, applying cryptography to network applications, managing host security, file permissions, backup and disaster recovery plans. Additional technical support to the programmes management and other members of the MIS Team may be required, including the following: • Develop and provide a monthly project status report describing the development of the above activities and any issues that may emerge, with conclusions and recommendations in regards to the MIS implementation and operation. • Provide special assessments and analysis of the MIS, business processes or organizational matters upon request by the programs management. Expected Deliverables: • Support and supervise the national level as well as the districts on the secure use of the MIS • Training for national and district staff developed and conducted. Regularly in line with the needs of the national and district officers. • Official handover of duties and materials to the ICT personnel in MOGCSW. • Generation and submission of monthly progress reports to the SCTP Coordinator Director of Social Protection Services with a copy to UNICEF. Payment is conditioned by successful approval of the monthly report by MOGCSW and UNICEF. Desired background and experience: • A Bachelors Degree in Computer Sciences, Information Technology, Management Information Systems, or Computer Engineering or related discipline. • At least 2 years progressively responsible professional work experience in business and process automation via ICT and system development, particularly in the setup of MIS and FMS. Knowledge of computing and network hardware and peripheral equipment. • Ability to communicate technical information to non-technical personnel. • Knowledge of computer and/ or network security systems, applications, procedures and techniques. • Experience and ability to lead teams of IT-developers and technical staff. • Skill in organizing resources and establishing priorities. • Ability to provide technical training to end users. • Ability to learn and support new systems and applications. • Flexibility to work at odd hours. BACKGROUND The main purpose of this consultancy is to gather evidence and experience in order to better understand referral systems within the integrated service delivery and bottlenecks to retention of care in PMTCT (option B+) and in CMAM. The formative research will explore potential barriers that may be contributing to loss to follow up as well as operational factors for effective referral systems that improves integration of HIV and nutrition services and retention in care. The findings will inform evidence-based decision making and planning as well as future programming on quality improvement on referral system, retention in care and reduce lost to follow up. UNICEF is seeking to contract a highly experienced consultant to provide guidance and support to lead a formative research for quality improvement linked referral systems between HIV and nutrition services as well as retention in care (PMTCT/HIV-exposed infants and CMAM) in Chikhwawa District. 2. SCOPE OF WORK The selected consultant is expected to investigate the below research questions with major responsibilities focused on: research design, measurement and sampling, data collection, data analysis and report/article writing. • What are the major reasons (systems, health care seeking behavior, enabling environment etc) that affect retention in care among pregnant and lactating women with HIV receiving option B+, HIV-infected infants and children being managed and treated for acute malnutrition in Chikhwawa District? • What are the operational factors from literature that need to be considered for effective referral systems that improves integration of HIV and nutrition services and retention in care • What is the effective referral system model to improve integration of HIV and nutrition services as well as quality improvement of retention in care in Chikhwawa District The consultant will be expected to deliver on the following specific scope of work: • Deliver a plan of action outlining approach and methodology to this assignment and conduct an inception meeting with UNICEF, MOH- Nutrition and HIV Chikhwawa District to discuss and agree on the plan. Work can only beginning after the plan of action has been signed off by UNICEF technical team. • A literature review of HIV and Nutrition policies and guidelines, projectreports and other existing literature on strategies that improve retention in care and referral systems and develop a framework that will be used to synthesize information for review. • Rapid field-based assessment/data collection of strategies currently being employed in the 22 health facilities in Chikhwawa to lead discussions and action planning on quality improvement in promoting referral systems and retention in care. • Work with stakeholders to contextual information from literature and field based data to determine key success factors and draw out priorities for overcoming bottlenecks for quality improvement of retention in care and referral systems • Design and facilitate a dissemination and planning meeting with the District team to systematically review the current status of retention and referral systems, highlighting best practices from literature review and develop action plan for quality improvement of retention of care and referral system based on what is being implemented and what is known to work • Based on the outcome of the meeting, finalize a report of the formative research and action plan highlighting key bottlenecks to be addressed, and key recommendations for overcoming the bottlenecks and specific action plans for quality improvement of retention in care and referral systems. 3. EDUCATION AND WORK EXPERIENCE • Advanced degree in health related field preferably Nutrition, HIV • Minimum of 5 years experience related to PMTCT/ or HIV and Nutrition related research programs especially qualitative research in developing countries • Experience of country-level bottle neck analysis processes in health related field • Good analytical skills • Excellent communication and writing skills. 4.
