Job Description This is a 20 month cross-sector project designed to bring together a wide variety of stakeholders, including those responsible for governance, access to Justice and provision of security to ensure that Pakistani citizen rights and the democratic processes are strengthened at provincial and local levels. The programme office will be based in Islamabad but work will span across three districts: 1- Punjab (Multan, Rajan Pur, Dera Ghazi Khan and Muzzafargarh) 2- Sindh (Ghotki, Kashmore and Jacobabad) initially and in the second year expanded to 3- Khyber Pakhtunkhwa, pending of approval. Key areas of work will include: Increased demand for effective Rule of Law, for example through improvement in legal support or increased awareness of civil rights Increased supply of effective Rule of Law, for example through provision of formal alternative dispute mechanisms that are both acceptable to government and local communities and that operate within existing Pakistani law and the Constitution Improved local security practices, by supporting and building upon existing community initiatives at district level Enhance district-level government responsiveness and engagement with their communities including through development opportunities (training, communications, networks, new skills and mentoring) for both state and non-state actors Enhance participation in civic life by members of minority communities The Advisors (Rule of Law Expert and Governance Expert), based in Islamabad with periodic travel throughout Pakistan, will lead the development and implementation of the Rule of Law and community security component under the fund. The successful candidates will be responsible for developing a strategy to identify, select and manage a portfolio of interventions through implementing partners and ensuring technical best practice and quality across interventions. Tasks Lead and design programme’s approach to delivering rule of law and community security outputs as well as delivering citizen engagement interventions and increased government responsiveness Identify, engage and select suitable implementing partners for rule of law and community security outputs across focus districts Support selected partners to implement interventions to deliver sustainably improved provision of rule of law, community security at district or provincial levels, citizen engagement in civic life and increased district-level responsiveness to communities Lead selection and oversight of Rule of Law pilot activities during the Inception Phase Design and provide capacity building and technical assistance inputs to selected organisations In collaboration with the Fund’s M&E Consultant, establish a baseline and M&E framework for Rule of Law and Community Security activities and oversee on-going monitoring activities Contribute to regular updates to contextual analysis processes Ensure that technical best practice is adopted by the programme in the area of Rule of Law and community security Other Provide high quality frequent communications with the donor on progress In close coordination with the Team Leader, prepare and deliver regular updates for the donor as needed Required Key Skills & Qualifications Minimum of 10 years of experience in donor-funded projects; experience with the FCO and/or DFID is highly desirable Proven expertise and experience of demand side activities for rule of law, including alternative dispute mechanisms, legal and rights awareness and local security practices Proven expertise and experience of citizen engagement programming, including experience working at provincial and district level. This should include experience in designing activities to improve citizen-state responsiveness and development activities Experience working at provincial and district level Experience of work in difficult field settings, analyzing developing issues and assisting in designing solutions is essential Proven ability to work between government and local communities Experience working with youth, women, disabled and minority communities, with proven improvements in local social contract Experience working with civil society organisations, NGOs, media organisations and local government is also essential Demonstrated understanding of political, social and cultural dynamic across focus provinces: experience across Punjab, Sindh and Khyber Pakhtunkhwa is highly desirable Strong interpersonal and communication skills Advanced degree in relevant field, such as Law, Politics, etc. Oral and written fluency in English (knowledge of Urdu and/or Pashto would be a plus) Mobilisation Date: October 2013 End Date: March 2015 (with the possibility of extension) Supervision Both the Rule of Law and Governance Advisors will be supervised by the Team Leader Organization Description DAI is an employee-owned global development company.
