Journalist Vitaliy Portnikov argues that Poroshenko and Putin have different concepts of special status for the Donbas. For Poroshenko, it means only greater economic independence for the region. For Putin, the region is supposed to function as a collective Yanukovych that paralyzes the country. If Putin withdraws his troops, the issues will be resolved even without special status. If the tensions continue, the region is doomed to complete devastation, and no law on status will guarantee its integration into the Ukrainian state.
