July 2, 2013 Dear General Council Members: Please accept the following document “Honest Leadership and Open Government Act of 2013” for your review and comment. This document is pieced together from a host of other Government documents in an attempt to create a starting point from which we can build a platform of transparency and accountability from which our elected officials can grow tribal services for the good of all. A Tribally elected position should be accepted with humility and seen as a responsibility to provide good stewardship over community resources. This document is intended to set guidelines and expectations that we (the General Council) can all have of our leadership now and in the future. Many of you will have ideas for areas that need to be addressed that are not yet a part of this document so please contact me with your ideas and comments and I will add them as we build a comprehensive Transparency and Accountability document.
