July 25th, 2014, 8:42 pm New resident joins Port Royal council BY ROBYN SIDERSKY / THE FREE LANCE–STAR When Port Royal expanded through a boundary adjustment, it was also made possible for Phyllis Carpenter to serve on the Town Council. So this week, the council appointed Carpenter to fill the vacant seat of Bill Wick, who resigned earlier this year to become the town manager. Carpenter will finish Wick’s term, which ends on Jan. 20, 2015. Carpenter formerly lived outside the town. But thanks to the town’s expansion, she is a new resident. The boundary line adjustment grew the town from 78 acres to nearly 500 acres on July 1. “I personally have known Phyllis Sue for a very long time and think she is terrific and will make a wonderful contribution to the council,” Wick said in an email. Carpenter owns several acres of land and has a history with Port Royal and Caroline County. She was a teacher for 30 years, and ran a bed and breakfast for 10 years. She was also a Caroline County election officer for 10 years. “I just would like to see if I could be of any value, maybe a different perspective on things going on there,” Carpenter said in an interview. She said she has fresh ideas for the town and that there are a lot of new avenues open with the boundary line adjustment. The town has fewer than 200 residents, but it has a seven-member town council, including a mayor. “I have a lot to learn,” she said. “I just want to give good judgement and offer my opinions on things. I will certainly research issues and do whatever they ask of me to do.” If she wants to run on the November ballot to remain on the council past January, she’ll have to win by a write-in vote.
