Just a few facts of note: Cato "Institute" was found by Charles Koch. Rupert Murdoch has served on the board of directors. It has apparently received backing from "the American International Group, an insurance and financial services company whose business includes managing U.S. retirement plans.". Their wiki page claims that they are highly ranked by UPenn in a world and U.S. ranking of "think tanks" but when I tried to look up the criteria for the ranking at en.wikipedia.org/wiki/Think_Tanks_and_Civil_Societies_Program, I met a dead end. It is tempting to look into the funding for UPenn, as well as the proportions of "think tanks" in the U.S. that are right leaning as opposed to left but that will have to be another time.
