Just a thought...When the surf breaks around the Margs area began to become crowded with more tourists as well as locals, and issues emerged, some got together and formulated the Surfers Code of Ethics.....it actually helped and has spread. As a parallel to what is occurring in Bsn with the dog beach issues perhaps the group could perhaps come up with a similar Code and begin to publicise it as the surfers did. Its a pro-active and positive move and some of those who dont do the right thing may begin to change their thinking. Every little aspect helps....its parallel to the proposals and could further engage the Council to a positive outcome.
