Just got back from Japan. Heres a very interesting aspect of Japanese society. There is no such thing as eminent domain in Japan and this picture I took on short final to runway 34 right at Narita Airport is the perfect example (no, I wasnt flying at the time). In this picture you can see where it appears as if they started to build the runway but then stopped, skipped across this small farm and began the runway again. Thats exactly what they did. When they built the Narita airport, some of the local people and farmers refused to sell their land. Without any eminent domain laws the airport authorities had no way to confiscate their land and so they simply built runways and taxiways around these properties. This small farm is indeed a small, working farm. Along with a number of smaller properties, the airport has built large fences around these holdouts. Going to and from the runways we taxi around and by these peoples bits of property. This second picture shows one of these smaller lots of land with a sign saying, Down With Nirata Airport. So, obviously theres still a good amount of animosity. But, as you can see by this first picture, I think theyve built the airport with the plan that eventually, maybe the death of the land owner, theyll be able to plow it under and finish the runway they started.
