Kunan-Poshpora mass rape: HC directs SIT to conclude probe Govt makes U-turn on ‘compensation’ to survivors Marouf Ahmad Parray Srinagar: The J&K High Court Tuesday directed Special Investigation Team to conclude “with reasonable dispatch” the investigation into 1991 Kunan-Poshpora mass rape, even as the state government toed the line of army to oppose monetary ‘compensation’ to the victims. As the hearing of a petition, filed on behalf of the victims, started before a Division Bench of Justices Muzaffar Hussain Attar and Dhiraj Singh Thakur, Additional Advocate General R A Khan informed that the state government has decided to challenge the court orders regarding ‘compensation’ to the victims before the Supreme Court of India. Even though the challenge has not been made hitherto, Khan said, the government will soon file a Special Leave Petition and inform the bench about the orders by the apex court. 2. India, Pak exchange fire in Uri again Mushtaq Ahmad Baramulla: Indian and Pakistani troops exchanged fire along the Line of Control in Uri on Tuesday, the second time in the past three days. A 20-year-old woman and a havaldar had died in intense firing and shelling between the two armies in Kamalkote area of Uri on Saturday last. On Tuesday, Pakistani Rangers targetted Rani Post, Nanak Post and Raja Post, again in Kamalkote. Indian army retaliated by firing at Pakistani security posts, officials said. Although there were no casualties on this side, a large quantity of grass left to dry in fields after harvesting got gutted due to mortar fire by Pakistani troops, an army officer told Kashmir Reader, wishing anonymity. 3. Lone-Modi meet boosts BJP Party urges azadi camp to shun ‘separatism’ Moazum Mohammad Srinagar: Buoyed by the meeting of former separatist leader Sajad Lone with Prime Minister Narendra Modi, the BJP on Tuesday asked the pro-freedom camp to shun “separatism” for the development of Jammu and Kashmir. “For the development of Kashmir, shun the path of separatism…The doors of Prime Minister are open…why to go to Pakistan Prime Minister or its High Commission when Modi’s doors are open,” BJP general secretary Ram Madhav told reporters here. “We require all well-intentioned people for whom development of Kashmir is of prime importance to come forward and join hands with PM Modi. That’s why I came here earlier. I tried to talk to people who will be interested to strengthen the hands of Modi,” he said. 4. ‘Our stand on Article 370 very clear’ Jammu: Asserting that BJPs stand on Article 370 is “very clear”, Union Minister Jitendra Singh on Tuesday said all issues which have been part of the partys manifesto, including the provision, will be on its agenda. “All issues (including Article 370) which have been part of the BJP manifesto all these years will be part of the agenda. They will continue to be so,” the Minister of State, PMO, told reporters while inaugurating BJP media centre here for its “Mission 44+”. Singh was replying to a question if BJP has dumped the issue of Article 370, which gives special status to Jammu and Kashmir, during the upcoming Assembly elections. 5. The corporation, which is usually in news for bad reasons, has been widely appreciated for pulling up this herculean task. During this period, 71,444 metric tonnes of waste was generated by the city, surpassing all previous records. 6. Former militants on army/police radar ahead of polls Izhar Nazir Ali Srinagar: Former militants are on the radar of different security agencies ahead of the first round of five-phased Assembly elections starting later this month. The army and the police have started gathering information about the former militants from village heads, according to a body representing the youths who have given up militancy. “We’re receiving reports that in many areas of north Kashmir, including Sopore, Sangrama, Palhallan and Baramulla town, army and police have started collecting details about the former militants. They have already compiled a list of ex-militants, which is shown to village heads for feedback,” chairman, Peoples Rights Movement (PRM) Abdul Qadeer told Kashmir Reader Tuesday. 7. PDP to emerge as largest party in JK: Survey Projected to win 27 to 33 seats New Delhi: BJP may fall short of majority in Jharkhand, while the opposition People’s Democratic Party is projected to emerge as a single-largest party in Jammu and Kashmir, a pre-poll survey has projected. The survey says that in Jharkhand assembly polls, BJP is predicted to win 29-35 seats in the 81-member House. In Jammu and Kashmir, PDP is projected to win 27 to 33 seats in a House of 87 to emerge as the single largest party. The India TV-C Voter tracking poll said BJP may emerge as the second largest party with a seat range of 23-29 in J and K. 53 per cent of the respondents favoured PDP leader Mufti Mohammed Sayeed as their chief ministerial candidate in Jammu and Kashmir, while in Jharkhand present incumbent Hemant Soren was the frontrunner with 41 per cent of the respondents supporting him as the next CM, a press release from India TV said here.— 8 EC’s approval ‘not needed for relief works’ Reader Correspondent Srinagar: The Election Commission of India has said that all relief and rehabilitation measures, being carried out under both state and central schemes, can be continued without seeking the commission’s approval. This relaxation also applies to the measures aimed at mitigating the hardships of people. An ECI communiqué, issued by the General Administration Department, also said that ex-gratia payments and other relief funds can be handed over to the affected persons or families directly. The commission’s sanction is also not needed for direct payments made to hospitals from Chief Minister’s and Prime Minister’s relief funds for treatment of the affected persons. The communiqué also said that administrative and financial procedures needed for such works, like bulk purchase of relief items and floating of tenders shall be undertaken after following prescribed procedures.
