KBK are three erstwhile districts of South-West Odisha, declared as most backward region by the Planning Commission. Persistent crop failure, lack of access to basic services and entitlements, starvation, malnutrition and migration are leading manifestations in the region. Other socio-economic indicators including population composition, density, net area irrigated, quality of health services, and connectivity of villages (due to criss-crossed terrains) to growth centres and service centres are far from satisfactory. This region is mainly hilly; severe droughts and floods often visit this region; some areas are badly affected in quick succession. Backwardness of KBK region is multi-faceted including (i) tribal backwardness, (ii) hill area backwardness, (iii) backwardness due to severe natural calamities, and to some extent (iv) want of understanding of local needs by policy makers and implementing agencies of the State and Centre. Collectively humanity condemns conditions prevailing in KBK districts only to accept problems of this region as fact of life at individual level. We cannot live in peace if this part of India doesn’t get access to basics of life. GOVINDALAYA is formed as a Public Trust to ameliorate conditions of villagers living in KBK region. Today this initiative is an idea, a pious wish and embodiment of collective aspirations of a group of people. To start with it shall create access for (i) aging people to lead a meaningful life, (ii) illiterate, school dropouts and undergraduates to livelihood programmes, and (iii) policy makers to make appropriate policies and effective implementation of such policies. Change messengers and managers, successful entrepreneurs, officials manning crucial positions and individuals with proven capabilities are in need of a platform to debate and deliberate important issues of KBK region. Hapless people of this region are in equal need of an efficient institution to realise benefits planned for them by government and non-government organizations. Govindalaya creates a space for all to meet such felt need. In order to meet and realize its vision, Govindalaya makes and acts upon Biennial Plans. Through these plans both short-term and long-term goals are set and achieved. We encourage interested persons to contribute time, skills, energies and funds to augment good work done and to be done for and within KBK region. I would like to thank all who assured and likely to assure support to our efforts in terms of time, expertise, funds, skills and collaboration.
