KEYS As remarkable as it may seem, during the 1970s there were parts of the penitentiary to which only the inmates had the keys. (This also happened at Monroe and Shelton.) According to Anthony Travisono, ACA executive director from 1976 to 1991, Washington State was the only place in the country where this occurred. Consistent with the old adage that success has many fathers, but failure is an orphan, B. J. Rhay never admitted any culpability in this matter. The audio on the following clip is from interviews I conducted in 1993 and 1994.
