“KULTURANG BAYAN: TRAINING WORKSHOP ON CULTURE – BASED LOCAL GOVERNANCE FOR QUEZON PROVINCE’S LGU OFFICIALS, EDUCATORS, CULTURE ADVOCATES AND YOUTH LEADERS” (MARCH 11 – 15, 2013) ACTIVITY REPORT A letter of invitation was sent to the Sariaya Tourism Council (STC) by the Quezon Provincial Tourism Office (QPTO) to send representatives to the “Kulturang Bayan: Training Workshop On Culture – Based Local Governance For Quezon Province’s LGU Officials, Educators, Culture Advocates And Youth Leaders” from March 11 – 15, 2013 to be held at the 6th floor of the One People Square – Queen Margarette Hotel Downtown, Lucena City. So described, the eventful five – day endeavor was likewise sponsored by the National Center for Culture and the Arts (NCCA) and the Mauban Historico – Culture and the Arts Council. Furthermore, a separate letter was sent by the QPTO to STC PRO Eriberto Ricardo J. Dedace requesting him to give the training workshop participants an insight on Sariaya Heritage Houses, managing and organizing, challenges encountered and the best practices in such activity in the afternoon of March 11, 2013. As such, Mr. Dedace was given the responsibility of being the STC attendee to the said training workshop on a “live – out” basis, and to prepare a power point presentation for the requested Monday afternoon, undertaking. Day 1, March 11, 2013 began with the registration of the delegates from all over Quezon as it opened with the Plenary session on Culture – Based Governance, with former NCCA Commissioner Elmar B. Ingles as the facilitator. That morning’s session started with an invocation, followed by the singing of the National Enthem “Lupang Hinirang”, and the provincial march “Lalawigan ng Quezon” composed in the 1970s by Jose “Pepe” Merto. The emcee, Mr. Kendz Glorioso of the QPTO introduced the seminar workshop participants from 19 of the 39 towns and 2 cities of Quezon province which were represented. He then formally introduced Mr. Ingles who led the plenary to a comprehensive power point discussion of the Platforms on Culture – Based Governance. Morning snacks were served thereafter and Mr. Glorioso announced that the “Radyo ng Bayan Lucena” is allotting an hour every Friday morning, from 8 to 9 o’clock for Quezon – wide tourism promotions, and thus enjoined everyone to avail of the rare opportunity to be able to promote their respective towns nationwide. Palad (Tayabas Historical), and they were each given 30 minutes to talk via power point presentation. Then Mr. Ryan Palad who is the Curator of the GSIS Museum talked about Museum Development, followed by the newly arrived fourth speaker, Quezon 3rd District Representative John Paul Bunag who talked about Bon Pen (Bondoc Peninsula) Festivals. Right after that, they were each given Certificates of Appreciation amid much applause and the proceedings were photo documented for posterity. Mr. Ingles then wrapped up the day’s eventful and very informative undertakings after which dinner followed, and then, everyone called it a day. March 12, 2013, the second day of the cultural heritage awareness and multi-disciplinary arts training program was devoted to Cultural Mapping. All throughout the morning with the snacks being served, Mr. Elmar Ingles delivered a very comprehensive power point lecture about the subject and explained its importance in a given community. In the afternoon, right after lunch, he facilitated a workshop wherein each of the 19 localities represented was required to do a cultural mapping according to the five types of heritage that can be found in them namely Natural Heritage, Tangible Cultural heritage, Intangible Cultural Heritage, Historical Heritage and Human Heritage. As, such, the delegates were given two hours to complete the exercise and were asked to name three examples for each category. However, the afternoon activity was disrupted by a fire that occurred at the Chick Boy Restaurant within the seven story building so the participants had to climb down the stairs and into the streets already congested with curious onlookers. One by one, the sirens of four big fire trucks wailed as they sped up and arrived in the vicinity. The firefighters hurriedly prepared their equipments, trained their big and long hoses and were already battling out the fire in no time at all. With the fire being declared out, Mr. Ingles led his training-workshop up to the seventh floor which serves as the airy and scenic rooftop where they were provided tables and chairs as they started their cultural mapping tasks, with the snacks being served. Later, everyone was asked to get down to the sixth floor to occupy a smaller room near the first one which had turned smoky and messy enough to be cleaned first because of the fire fighting scheme that ensued. Then, each locality represented in that day’s activity had to do an initial reporting on the respective cultural mapping done in them so far, and it was Mr. Dedace who was asked to do it first for Sariaya. Soon, everything was over and Mauban Tourism Officer Ms. Annie Calleja of the Mauban – Historico Culture and the Arts Council was called up to present a bonus livelihood proposal on the home – raising and harvesting of “Oyster Maushrooms”, including its processing into delicious pickles, bottled for convenience,nd a taste test proved that it is delicious. Before long, it was time to serve dinner since it was evening already, way too late for the daily schedule because of the short-lived fire of the early afternoon. Then, with much applause, Mr. Elmar B. After that, Prof. Patricia Maria Santiago from the University of the Philippines was introduced as the facilitator for the next two days of the training workshop. With that, the second day of the seminar training workshop was concluded. The next day, March 13, 2013, Prof. “Tracy” Santiago went ahead with the her training workshop topic … the Cultural Festival Management which practically preoccupied her the whole of Wednesday. Her comprehensive lecture via power point presentation is all about the gaining of skills necessary to produce sustainable cultural festivals and event, planning for cultural programs, the importance of the festival director, and other important matters that will help assure the success of any given festival which are essential to good tourism promotion in any locality. She defined five essential areas of festival and event management namely Leadership and Volunteer Management, Planning and Organization, Crisis and Risk Management, Financial Management and Sponsorship, and Marketing and Promotion. Quezon has a lot of festivals year-round considering that there are 39 towns and 2 cities within it geographical boundaries, and the things discussed with the plenary by Prof. Santiago are so priceless to everyone concerned. She likewise dealt with the SWOT: Strategic Planning Process that concerns the Strengths and Weaknesses of the festival /events as well as the arising Opportunities and Threats to them, things which are written in the handouts provided for the undertaking. Thursday, March 14, 2013 was devoted to the Cultural Tourism activity and Prof. Santiago delivered a very comprehensive lecture about love of one’s town, province and country via power point presentation that morning which went through the catered snacks and lunch towards the early afternoon. Then she asked each delegate to spend twenty minutes to write their very own personal statement of commitment to help their own community in regard to the enhancement of local heritage and tourism. Thereafter, each one presented his/her personal commitment statement to the plenary and with the help of Prof. Santiago rephrased it via “Do – Be – Have” method, calling on. As such, Mr. Dedace of the Sariaya Tourism Council stated his as “I commit myself to be a dedicated, responsible, and passionate locl heritage researcher in order to create blog site for the rich heritage of Sariaya in order to help promote the town as one of the top heritage tour destinations in the Philippines by the year 2015.” Then, together with all the other delegates, this statement of commitment was formally written with the use of Pentel Pen on a bond paper, duly signed, and then attached to the right wall of the session hall with masking tapes, and the whole proceedings were photo documented for posterity. At the end of the very long activity, these posted commitment statements were collected and submitted to the training workshop organizers. Thereafter, dinner was served and then, Prof. Patricia Maria Santiago was given a glass framed Certificate of Appreciation amid much applause and she had photo opportunities with all the delegates. The first two hours of Friday morning’s session , March 15,2013, was devoted to a discussion on tour guiding techniques by Mr. Donald Villamarzo of the Mauban Historico – Culture and the Arts Council, and thereafter, he grouped the delegates into four, with each group choosing among themselves one who will serve as the tour guide. As such, Mr. Dedace of the Sariaya Tourism Council was chosen by his Group 1 companions for that responsibility, and then they all headed for the Quezon Provincial Capitol where the tour guiding activity was to be held. Upon arrival, they were given first hand information about the “Quezon Capitolio” by Sir Jun Bay and members of the QPTO Staff like Marge, Jillian and JC and thereafter, each group tour guide was allowed to do the job. Afterwards, they ll headed for the Quezon Provincial Tourism Office (QPTO) where Sir Jun Bay introduced them to the amusing, interesting and the readily entertaining nuances of the “Tagayan”or the “Paawitan”, the time – honored art and tradition of drinking Lambanog,nd everone had truly wonderful time. With the training exposure completed, everyone returned to the One People Square – Queen Margarette Hotel Downtown 6th floor training workshop venue to have lunch. Then each delegate was called upfront to receive his/her Certificate of Participation followed by photo opportunities for the necessary documentation. QPTO Culture nd the Arts Promotions Officer Ms. Raquel D. Bautista then thanked all the delegates for their active participation in the eventful five – day endeavor, and enjoined everybody to avail of the second leg of the “Kulturang Bayan” Training Workshop to be held this coming April at Mauban, Quezon. As always, the duly marked and aptly numbered QPTO Certificates of Appearance signed by the Supervising Operations Officer – in - Charge Mr. Alberto S. Bay Jr. were given only after each day of the training workshop, and on a daily basis, so as to be assured that only those who truly attended the undertaking would receive them all throughout.
