K. Raut, in Nepal Dear Honorable Sir/Ma’am, I would like to thank you for getting your attention to this urgent concern. As you know, current Nepalese government has been mandated to fulfill Nepalese people’s wish to see promulgation of constitution by January 2015. Constitution writing is historical opportunity which also opens floor for people to exchange expressions and learn from different groups. At this junction, Nepal Government should facilitate constructive discussion and collection of diverse opinion. However, Government’s body effort to stop and arrest Dr CK Raut of Saptari on night of September 13th seems to be suggesting, that Nepal Government wish to digress from its priority of constitution delivery. Honarable Sir/ Ma’am, we want to bring to your notice few facts about Dr. Raut’s background. Dr. Raut has been from poor family background. Despite, modest childhood, he is gold medalist student of Nepal’s IOE Pulchowk engineering college. Dr. Raut then went to Tokyo University for master’s and received Doctorate from World’s best Cambridge University, London. He had been successful professional while working as computer scientist in USA Boston based technology research firm. Like any human being, he had desire to make positive difference to the place he was born. He returned Nepal in 2011 with western knowledge and experience, while he was having just a year old son, with the hope to educate and work for betterment of Nepal’s rural place called ‘Madhesh’, which has poor statistics of health, education and infrastructure. Since 2011, he has been spending his time in teaching needy students, facilitating peaceful discussions and spreading awareness for human right among people, researching historical facts, and writing non-fictional books about history of Madhesh. During this process, he has used pen & paper, and leveraged peaceful awareness campaign to win people’s mind and heart. Also please note, Dr Raut got opportunity on Aug 2014 by invitation to share his views during discussion organized by Constitutional Political Dialogue and Consensus Committee of the Government of Nepal in leadership of Nepal’s previous Prime Minister Dr Baburam Bhattari, to make suggestions on the constitution drafting. Despite all this good and impactful work, Nepal police arrested Dr. Chandra Kant Raut on September 13th at 7:15 pm, while on his way to Biratnagar after attending Chhata Mela (Celebration of Santhal Community) in a car, Maruti Van, number Sh. 1 Ch. 154. Satyanarayan Mandal who was travelling with him was also arrested. Nepal police has not been able to provide convincing justification of Dr Raut arrest till date. Given Nepal Government’s low standard of impunity as pointed in recent past by organizations like National Human Rights Commission (NHRC), Amnesty International, International Commission of Jurists (ICJ), UNHCR, etc, we are fearful of Dr Raut’s safety in Nepal police custody. Additionally, Dr Raut belongs to the madhesi community, which has historical grievances with state apparatus, thus further increasing the sensitivity of Nepal Police intention of arresting Dr Raut. Honorable Sir/Ma’am, international community has been supportive of sustainable peace, development, and enabling Nepal to move in positive direction. Accordingly, this time too, we have high expectation from you, your country and organization to take note of unreasonable arrest of Dr Raut, and advising Nepal to be focused on promoting peace, equality and constitution writing in remaining four month left for completion of historical task of constitution writing.
