President/ Governor, Sir/ Madam, Vanakkam. This letter is being sent for immediate action to stop the violence on Hindu Religious basis against Non Hindu Minorities of Kanyakumari District to maintain peaceful atmosphere. 1. The respondent no. 1, the District Collector Mr. S.Nagarajan has joined hands with the anti social elements of BJP & RSS especially with the respondents 2 & 3 and has willfully allowed the damages of more than Rupees Seventy Five Lakhs towards the Government on 22 April 2013 (Monday) by damaging the government buses by pelting stones, injuring the government bus drivers and passersby along the roads of Kanyakumari District all through the whole day. Except for TASMAC outlets, medical shops and nationalised banks, all other shops in almost all places across the district, including Thuckalay, Marthandam, Kulasekharam, Thiruvattar, Colachel, Kuzhithurai, Kaliyakkvilai, Aralvoimozhy, Thovalai, Boothapandy and Nagercoil, remained closed. TNSTC buses that began running early in the morning were damaged in stone pelting incidents reported in various parts of the district. “From Sunday night to Monday evening, 48 buses attached to the Nagercoil Region of TNSTC were damaged in stone pelting incidents reported at various parts of the district and two drivers were injured in these incidents,” said a TNSTC official. “After 11 am, we started to operate limited number of buses with police protection in Tirunelveli, Kanyakumari and Anjugramam routes. Usually, the collection on Monday would be around `70 to `75 lakh, but due to the strike call today, we could get only 10 per cent of the total revenue,” added the official. The Thiruvananthapuram-Nagercoil inter-state bus transport was also hit due to the strike.” 2. While the anti Social Elements were pelting stones towards the people and public properties, forcibly threatening the shop keepers to close the shops, the fourth respondent who is responsible to provide Protection of Lives on Civil Establishment went in favour of the respondents 2 & 3 through the other Police Officials across the district openly declaring that it is the Collector’s order to close the shops. 3. BJP reasoned that MR Gandhi of BJP has been attacked by somebody. But the fact is, he has been beaten up and injured by his relative, brother’s son related with a sale of land dispute at Nagercoil. All because of an family issue, the District Collector became an agent of the BJP Political Party and made damages to the Public People, Public Property, Government by not allowing the buses to move on roads, willfully allowed the Anti Social Elements of BJP to pelt stones upon the buses and people. 4. Again yesterday, (22 – July – 2013), they have done the same illegal and criminal activities by damaging the public properties with willful support of the respondents 1, 2, 3 & 4. 5. Also the respondent no.1 is very specific to disturb the Christians and express his hatred directly and impliedly, by not allowing them to worship their God, by fixing up ban for constructing Christian Churches, passing orders to stop church gatherings, not issuing to permit to construct Churches and so on, whereas willfully depriving the constitutional rights of the Minority Christians. Hence, I request the Union Government & Tamil Nadu State Government, Chairperson of National Human Rights Commission to take immediate action to prevent such kind of Terrorism and Discrimination by the respondents as below: 1. To investigate the illegal and criminal activities willfully performed by the respondents 1, 2 3 & 4 through the Central Bureau of Investigation. 2. To recover the damages incurred towards the Government by damaging the Public Properties worth of Rupees One Crore, from the respondents 1, 2 3 & 4 for all the damages made on 22 – April – 2013 and 22 – July – 2013 at the Kanyakumari District and to replace the 48 damaged buses. 3. To suspend the respondents 1 & 4 from service with immediate effect until the investigation is carried out. 4. To transfer the respondents 1 & 4 from the present office with immediate effect to some other area other than Kanyakumari District. 5. To prevent the respondents 1 & 4 from making damages to minorities especially towards Christians and Muslims. 6. To send Higher Officials from Home Dept to maintain further peaceful atmosphere within Kanyakumari District. -- In Political Social Service of Indian National Congress, J.G.
