Kiambu finance Bill 2014 --This Bill is set forth to become an enacted law through legislation: First we must all agree that whatever law is not, it is a collection of rules of human conduct , prescribed by humans for the obedience of humans. My humble submission of the said matter: Faced by a divided Kiambu county Assembly , the Executive and a clear lack of gubernatorial leadership, i am of the opinion that the public need to rise up and be the go-between for the sake of development and public funds accountability in Kiambu , at least for the remaining time of this long long overdue regime. Among the questions the public will demand answers in a forum ( similar to the one we held at time like this when they introduced a similar draconian finance bill) include but are not limited to: 1. Why is the bill which is so paramount being hurriedly formulated , simply who is sleeping on the job ? Time-lines are constitutional methinks 2. Do we have a budget and Appropriation committee in Kiambu and what is its role in the formulation of the finance bill? 3.Why is public participation in this bill being spearheaded by MCAs? Has legislation which is their key role turned into a cash cow affair? 4.Are the new rates and increments justifiable? E.g is taxing a Dog part of the greater county development 5 years plan( blue print we call it ) ..what does it stipulate? does the tax improve the life of the dog , will burial fees be used to upgrade public morgues, or at least does the greater plan include acquisition of more public cemeteries ......WHAT IS THE GREATER PLAN?.....Simple logical sequence of public accountability 5.By using sq/ft of a business unit, the term light and heavy industries etc as unit of tax rate measurement not ambiguous and may use of such not lead to inconsistency and repugnance during implementation Last but not least why does Hon.William Kabogo prefer to appear before a court than senate to account for PUBLIC FUND ? (Familiar field for my governor...... by the way how many active court cases does he face) He be advised accordingly as my sms senator expounds that senate has judicial summon powers equivalent to warrant of arrests.
