LALO MAGPAPALALA SA MGA WARAK NA KABUNDUKAN . . . President Aquino has authorized the stepping up of mining operations in the country by signing Executive Order No. 147. Yesterday, Executive Secretary Paquito Ochoa announced Aquino has signed EO 147 to intensify mining activities in the land. According to Ochoa, EO 147 creates the Philippine Extractive Industries Transparency Initiative (PH-EITI). Ochoa said the institution of the PH-EITI is a requisite to complete the EITI process in making the Philippines a “compliant country” in the international undertaking to bring about transparency and accountability in the extractive industries and in government. . . . Ochoa said EO 147, which was signed on November 26, 2013, should take effect immediately upon publication in a newspaper of general circulation. But think tank IBON said the mining policy remains flawed amid claims of promoting ‘responsible mining.” Even with its seemingly acceptable provisions, the government’s new mining policy remains flawed and inadequate in addressing the destructive effects and minuscule benefits of large-scale mining, said IBON. Government recently released the implementing rules and regulations (IRR) of EO No. 79, which will supposedly attend to the concerns on environmental degradation and negligible economic benefits from mining . . .
