Only then after they received this mandate from heaven should they make the amendments. Another scenario, in case the PPG wins the election without receiving 50% of the votes cast, is to put the run-off proposal on the ballot. However it would not be implement unless it receives 66% of all registered voters. As Michael J. Williams puts it, I hate this tinkering of my voter rights.
