LOCAL GOVERNMENT STRUCTURE UNDER THE BABANGIDAS REGIME. Undet the Babangida regime new reforms were introduced via Decree No. 23 of 1991. 1)the reforms introduced two arms of government at the local level that is the executive and legislative arms were created. 2) the equivalent of commissioners at the state level are supervisors who are appointed by the chairman. 3) Eath LG is to have a legislative arm made up of elected councillors . 4) the functions of the legislative arm is to make bye-laws : Financial appropration,the vetting and monitoring of the implementation in the council,the scrutiny of monthly statements of income and expenditure,the impeachment of the chairman etc. 5) the Director of personnel Department is the clerk of the legislature. 6) the leader of the legislative arm is described as the speaker.He is elected from among the elected councillors. 7) the secretary is the administrative head of the local Government.
