The Eritrean Government has failed to submit its initial report to the Human Rights Committee regarding the steps it has taken to implement the International Covenant on Civil and Political Rights (ICCPR). Eritrea acceded to the ICCPR on 22 January 2002 and its initial report was due on 22 April 2003. Eritrea has not signed or ratified the Optional Protocol to the ICCPR, having rejected recommendations to do so during its last UPR review.
