Last fall, the Baltimore County Council deferred to the local member and turned down state financing for a proposed affordable-housing development in Rosedale. Advocates say killing the development exacerbated an already worrisome shortage of affordable housing for the county’s lower-income residents. A look at the Rosedale project and a larger discussion about low-income housing in suburban areas and the stigmas associated with tenants who use Section 8 vouchers.
