Last night I attended a second symposium co-organized by the Marshfield Selectmen, Coastal Advisory Committee, and Energy Committee focused on strategies for protecting our coastal communities against climate change and corresponding sea level rise & storm surge. That forum has been a culmination of dozens of meetings over the last few years and helped identify some solid strategies for protecting our homes, public infrastructure and overall quality of life. Today Im very pleased to have worked toward, and voted for, an environmental bond bill that may fund some of the adaptation strategies we discussed last night, as the legislation allocates, among many programs, $120 million (the highest amount ever in the history of our Commonwealth) for the design, construction, reconstruction, rehabilitation or removal of coastal infrastructure. In addition the legislation includes $10 million to develop and support of a regional comprehensive climate change adaptation management plan grant program, which is one request of our volunteers who have been meeting for months. The legislation includes other measures I am pleased to have advocated, including $20,000,000 for the construction, acquisition, and reconstruction of coastal and inland access sites including boat launching facilities, fisherman boat access facilities, canoe and kayak access facilities and fishing piers and $5.1 million for both Marshfield and Scituate to dredge the entire South River and to use the dredged material as green infrastructure, creating a beach nourishment program for local barrier beaches. These bond authorizations are not money in the bank yet, as the programs I noted must now be voted by the State Senate, be signed by the Governor and then be appropriated by this or a future Governor. However the legislation is a significant watershed event as I believe it demonstrates that investment in coastal infrastructure is seen as a priority of our State government leadership and comes on the heels of successive legislative sessions where we passed legislation I co-authored creating a Dam and Seawall revolving account that will, over a two year period, have funded approximately $30 million in coastal infrastructure repair and dam repair and/or removal projects.
