Law and the independent Judicial System in Cambodia The rule of law always useless when there is no strong and independent country’s judicial/court system in place (no matter how good law we have!!!!) In Cambodia, the government has been assisted to formulate many rule of laws which are treated as major outputs towards building a good governance in Cambodia. The members of national assembly who are well known as having highest salary amongst civil servants are working hard to pass the laws with little or no debate (just look at each other and raise their hands up as sign of approval). However, as we all might have seen, in many cases, the most powerful, corrupted individuals and other tycoons alike, whose their abusive cases were publicly reported by medias and televisions, but still end up with no punishment by the court. As we all have observed, sooner or later their cases were fading away from the eyes of the judicial system and still can live freely till today. The examples above can raise more questions over the fact that, why members of the National Assembly still work hard to formulate and pass many laws (earn about US$2000 per month), while these laws later have just been exploited or interfered by the political structure , but put almost no effort to build a strong and independence court system?
