Legislators Seek Treatment Rather than Arrests for Heroin Addicts The severity of this heroin problem has Pennsylvania lawmakers and politicians turning to some alternative laws to attack the problem and help get addicts into treatment rather than jail. They also don’t want to add to the 3,000 Pennsylvania residents that have died from heroin overdose or abuse of other opioids in the last five years. “We cannot arrest our way out of this problem,” said Senator Gene Yaw, who is the Chairman of the Center for Rural Pennsylvania. He also acknowledged that sending an addict to treatment for 30 days in a drug rehab facility is not enough for them to walk away cured. The new legislation being sought includes several bills that would allow the system to track prescriptions issued and flag people who might be addicted to prescription opioids.
