Let me see if I have this right. A Norfolk city employee got paid for 12 years and never showed up for work. The city finally figured it out and did nothing. A Portsmouth City Auditor has produced no work for 18 months. None. Nada. Zilch. City Council said they are satisfied with him and will not fire him. Looks like I made a big mistake when I decided to work for the US Government 20 years ago. I should have signed on with City Government instead.
