Letter to Chancellor and Students IIITA Sub: Request to setup an enquiry against Dr. Sonali Agarwal, Assistant Professor, IIIT-Allahabad Dear Sir, With great respect, I wish to inform you that Dr. Sonali Agarwal has tried to mislead the District Court, Allahabad and interfered with the appointment process of Director, IIIT Allahabad. First she filed a case with OS No. on 144 of 2013 on 29.03.2013 which was rejected by Hon’ble Court on 02.04.2013. Here it is important to mention that in the suit she claimed that she is working on the post of Professor in IIITA and is forerunner for the post of Director, IIIT Allahabad (Copy of the suit and decision of the court is attached as annexure 1). Her claims are highlighted in the annexure 1 for ready reference. The para 7.3.0 (i) of UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2010 on page 47 mentions the qualification of Vice- Chancellor/ Director as: Persons of the highest level of competence, integrity, morals and institutional commitment are to be appointed as Vice-Chancellors. The Vice-Chancellor to be appointed should be a distinguished academician, with a minimum of ten years of experience as Professor in a University system or ten years of experience in an equivalent position in a reputed research and / or academic administrative organization. But Dr. Sonali Agarwal is a newly appointed Assistant Professor in the Institute and in no way eligible for the post of Director IIITA. Then she filed a review application with MCA No. 63 of 2013 with the same claims, in which Hon’ble District Court, Allahabad passed an order dated 27.04.2013 to stay the appointment process of the Director IIIT-Allahabad initiated by MHRD on the instruction of The Chancellor, IIITA. (Copy of the review application and the order passed is enclosed as annexure 2). The appointment process of the Director has been initiated by MHRD, GoI on the instruction of the Chancellor, IIITA because the term of present Director Dr. M D Tiwari was going to expire on 26th June 2013. Now the question is that, for whose benefit Dr. Sonali filed these cases and what she got in return. (Sources told that the Director promised her that her husband will get an appointment on the post of AR/DR in the institute). Here it is important to mention that the counsel for Dr. Sonali Agarwal, is same as the counsel of Prof. O P Vyas. In the court of law, one cannot claim relief from the court twice on the same term of reference but the Dr. Sonali’s counsel didn’t disclosed the fact that the similar suit was already dismissed by the court in the case of Prof. O P Vyas. Also in his affidavit R. B. Singh, DR(F) IIIT Allahabad also not objected the claims of Dr. Sonali Agarwal. This clearly shows the desperation of these people to somehow stop the appointment process of new Director at IIITA. This desperation force us to conclude that all these cases are the part of bigger conspiracy planned by some higher authorities of the Institute because Institute’s counsel never objected that Dr. Sonali is Assistant Professor and not Professor in the Institute. As a result she got stay order from the court and the present Director Dr. M D Tiwari is still continuing in the Institute. Therefore, I request your good self to examine the role of Dr. M D Tiwari in the process since he is the only beneficiary in the process. The process of filing an FIR to investigate her alleged involvement in the conspiracy to retain Dr. M D Tiwari, Director, IIITA has already been initiated in the District Court, Allahabad and the next hearing date is 26.08.2013. Therefore, I request your good self to setup an enquiry to find why and under whose influence she filed these cases, from where the money came to fight the cases, what was the motive of her act and what is the role of Mr. R. B. Singh and Dr. M D Tiwari in the process. We request your quick action in this regard as it is going to give an irreparable loss to the Institution. Please may take the decision in the interest of the Institute and Students and oblige thereby.
