Procreation was of great concern when China implemented its one-child policy. Fascist interests in procreation resulted in its infamous eugenics programs in the first half of the twentieth century. Tribal governments throughout North and West Africa use their interest in procreation to perpetuate forced marriages of young girls. The notion that the State has an interest in procreation is repulsive to the autonomy embodied in our Constitution.
