Lower to waive construction fees for disabled veterans By JACK FICHTER VILLAS- Lower Township Council introduced an ordinance to exempt disabled veterans or their caretakers from construction permit fees for work related to improving accessibility inside and outside their homes. At a July 21 Township Council meeting, Township Solicitor Ron Gelzunas said Councilman Tom Conrad asked him to draft the ordinance. Gelzunas said he based the township’s ordinance on pending state Assembly Bill 2299. Conrad said the township was trying to support Assemblyman Robert Andrzejczak’s bill and help township residents. The bill requires municipalities to exempt 100 percent disabled veterans from construction permit surcharge fees for improvements to promote living unit accessibility and appropriates $20,000 for municipal reimbursements. Conrad said veterans gave enough and should not have to bear the costs of construction fees for improvements to their homes that aid their accessibility. The ordinance would cover construction, alteration, reconstruction or improvements for a living unit whether owned by the disabled veteran or a caretaker. A public hearing and second reading for the ordinance is scheduled for Aug. 4. All members of council voted in favor of the ordinance at its introduction.
