MORNING UPDATE: 08-12-13 Typhoon Utor (Bagyong Labuyo) has made landfall in the town of Casiguran, Aurora at about 3am Philippine Time. It has since weakened but remains a powerful Category 3 Typhoon as it moves into the provinces of Quirino and Nueva Vizcaya. Typhoon Utor was last located approximately 70km east of Baguio City or about 180km north northeast of Manila. Maximum sustained winds are down slightly to 165kph with gusts of up to 240kph. Utor is moving west northwestward at 25kph. As of 5am this morning, here are the latest Signal Warnings from PAGASA: Signal #3: Cagayan, Isabela, Apayao, Kalinga, Abra, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Benguet, Mt. Province, Ifugao, Nueva Vizcaya, Quirino, and Northern Aurora. Signal #2: Calayan, Babuyan Group of Islands, Zambales, Tarlac, Rest of Aurora, and Nueva Ecija. Signal #1: Batanes, Bataan, Pampanga, Bulacan, Rizal, Northern Quezon, Polillo Island, Laguna, Cavite, and Metro Manila. STAY SAFE!
