MORRIS AT PARLIAMENT NOW ! Every beginning of a financial year ,parliament through its committee of public service and local government invites the leadership of Urban Authorities Association of Uganda UAAU to voice the concerns of urban local govts in regards to the ministerial policy statement presented by the ministry of local government and to generally bring issues of Urban governance to the knowledge and consideration of parliament of Uganda. Among the issues we are putting before parliament is the urgent need to increase the strategic staffing levels in local government to a general standing of atleast 75 percent in a bid to realize adequate manpower and improve service delivery. We are urging government to revise minimum wage something that was last done in 1984 to provide a realistic living wage to various categories of workers like Doctors,Teachers ,Lawyers,general civil servants and labourers generally. We appeal to government to improve on funding to local governments generally from the current 17 percent of the national budget to atleast 38 percent if at all service delivery in local goverments is to match local demands for service delivery. Government should consider giving the newly created 9 municipalites vehicles to ease administration,monitoring government programes and general service delivery. We are also appealing to government to put in place a conditional grant for the implementation of physical development plans.this grant once created can help to handle road works compensation. Last but not least we are also appealing to govt to consider giving some support direct subvention grant to UAAU to ease the running of the association as it offers support leadership in the management of urban affairs in Uganda. UAAU was established on 3rd July 1959 at the then town hall of Kampala Municipal Council with the objective of rendering advice and making representations to government on matters affecting Urban local governments including matters of policies and legislation. Todate UAAU has a membership of 1 city, 22 municipalities,174 town councils and 200 town boards. I am humbled to serve as the national vice chairperson UAAU 2011-2016. Morris Odung Omara Pakaca.
