MY FIRST 100 DAYS AS PRESIDENT OF UGANDA (EMPHASIS) 1. I will sign an amendment to the constitution to reinstate article 105 (ii) as in the 1995 Constitution of Uganda; Limiting presidential term limits to two 5 year terms. 2. I will redirect the NAADS programme from an advisory service to front line extension service; Recruit 2,000 extension workers and 600 cooperative/agro-marketing officers for the 6,000 parishes of Uganda. [creating 2600 formal jobs, and over 1,500,000 farmers] 3. I will table a no child left behind policy, to empower rural schools excel in math, science and English; promote vocational studies, re-invest in one seed secondary school per sub-county, one vocational school per county. 4. I will order a review of public service to achieve a comparative and competitive remuneration across sectors. Special attention to teachers, medical workers, forces and scientists. 5. I will table legislation for mandatory public funding for universal healthcare; rehabilitation and equipping of referral hospitals; recruit health workers begin with 5,000 midwives and clinicians; equip rural health centers to handle emergencies and maternal health issues. 6. I will set up the president’s anti-corruption council made up of 7 eminent persons to review all scandals of corruption in the past 10 years with a view of identifying legal and structural loop holes that made corruption possible and recommend remedies to the same. 7. I will reduce the cost of public administration starting by naming a lean cabinet of 25 able ministers (which is with in my powers) and through parliament fight for a review of the leadership and representation structure to recommend the effective (appropriate and affordable) number of MPs, and number of local governments (districts). 8. I will ban all forms of gambling (incl. Sports bating) in residential areas, near schools and/or any public place where children access it. Any form of gambling shall be restricted in gazetted zones.
