The same way that devastated Filipinos after the wrath of typhoon Yolanda (international name: Haiyan) last year received international attention and assistance, faith in humanity is restored once again as overwhelming international aid poured in again during the wake of another typhoon, Ruby (international name: Hagupit), which has presently wreaked massive havoc in different parts of the Philippines. Although there are no reports that the death and missing persons toll of over 7,000 from last year’s strongest tropical cyclone in history may have a repeat, the Philippine Red Cross (PRC) reported that a total of 23 people are verified dead. The breakdown of fatalities are as follows: 18 are from across 3 cities of Eastern Samar, one each from Northern and Western Samar, and three from Iloilo. PRC claimed that the fatalities were mostly caused by drowning from ravaging floods. With Ruby having pounded the country for several days with a total of five landfalls so far from the tracking records of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the contributions on a global scale should speed up the process of Filipinos trying to get back up again. During the National Disaster Risk Reduction and Management Council (NDRRMC) press briefing, Armed Forces Chief of Staff General Gregorio Catapang announced that the 11 countries that have already pledged relief and rehabilitation assistance for the victims of Ruby are Australia, Brunei, Canada, China, Indonesia, Japan, Malaysia, Singapore, Thailand, United Kingdom, and the United States. Other international organizations, such as the ASEAN Humanitarian Assistance Center, the United Nations Office for the Coordination of Humanitarian Affairs, OxFam Canada, International Maritime Organization, World Food Programme, and the European Union, have also expressed their intentions of providing support to all affected areas. NDRRMC Executive Director Alexander Pama gave a reassurance that their operations are up and running, saying, We are now assessing the damages and on the base of protocols and policies, those assistance will be provided in accordance of the needs.
