Maine Question 1 is a citizen initiated referendum that will appear on the Maine general election ballot on November 4, 2014. The referendum seeks to prohibit the use of traps, bait, and dogs to hunt bears, with limited exceptions. As the Maine Legislature declined to act on the proposed statute, it automatically was placed on the ballot. How many unprovoked black bear attacks (that is, attacks by bears who were not being hunted, or who were not defending their cubs) have taken place in Maine in the last 50 years? I could find one, in 1987. I might have missed some, but the number is very small. This is just one data point, which might be used to argue that public safety is hardly an issue in this matter. That is, even with a small increase in the bear population, I dont think wed have any bear eats old lady stories in the Bangor Times.
