Mangan, October 21: District Magistrate, North, Mr. C P Dhakal convened a preparatory meeting with Khamsel Ceremony committee, officer from line department, Panchayat members here at his chamber, today. Khamsel Ceremony that has to be held from November 21st to 24 at Tholung, Dzongu is one of the important ceremonies celebrated by the Buddhist community of the state after interval of every three years. This time, District Administration and Khasel Ceremony committee has unanimously decided to celebrate the ceremony in a grand manner. In this context, a preparatory meeting being carried out wherein, various aspects such as road connectivity, sanitation, accommodation and basic amenities for visitors, security etc were discussed at length. Electricity which is one of important component is being extensively damaged in the said area during the 18 September earth quake, in this connection DM, North, Mr. Dhakal has asked to the Superintendent Engineer, North of Power Department to look out generator as an alternative, similarly, Deputy Secretary, RMDD, was asked to initiate the necessary action for sanitation, AE, Passingdang, BAC, has been entrusted with the restoration work of foot-path as early as possible, while, for medical facilities, CMO, North, Mr. D S Karongi was asked to make medical team available at two different points one at Tumlung, forest guest house (on the way) and at Tholung Gonpa and SP, North Mr. R N Yadav assured to the house to provide police personnel for security on ceremony. DM,N suggested to the committee to approach before Tourism Department for assistance for accommodation of the visitors DM, North, Mr. Dhakal informed that Rupees five lakh has been sanction by Department of LR&DM, Government of Sikkim for reconstruction log-bridges and committee to start the construction immediately, on the hand JD, Ecclesiastical Department informed to the house that as per the demand placed by the ceremony committee department has approved and sanction the amount of rupees two lacs for Khamsel ceremony. It is also learned that potters will also be made available for convenience of visitors on payment basis. On Oct, 27, the Power Minister Cum area MLA Dzongu, Sonam Gyatso Lepcha along with the head of the departments comprises of Secretary RMDD, DR Nepal, Secretary Tourism, C Zangpo, S/E Road & Bridges N/E Chetraj Mishra, officials from various departments, Gram Vikash Adhikari Dzongu, panchayat and zilla members trek to Bey, Pentong villages in Upper Dzongu North Sikkim on 26th and 27th of October. On its first day tour, the team visited the location of transit point near Namprikdang and also visited the spot at “Kurnut” where the power minister urged for the construction of Bunzy Jumping. However, the Secretary Tourism informed that while constructing Bunzy jumping a bridge is needed to construct first. The entourage also visited the Lingzya waterfalls and decided for the upgradation of the Lingzya falls by Tourism Department. The team further visited the damaged Bey village, here, at the one side of the river, the department decided to develop car parking and other development keeping in view of Tholung monastery. In the evening, a short function was held at Pentong Village in Upper Dzongu among the local people and the Panchayat where Panchayat Secretary, Namdup Lepcha delivered welcome speech. The function started with the traditional ritual Puja performed by Boongthing (Lepcha priest). In his speech, the SE Road and Bridges, Chetraj Mishra informed that the Department has already targeted to complete the new road construction of Bey-Pentong road and further informed that Rs.8 crores has been estimated for the widening and protective of Lingzya-Bey road as the DPR has already been completed. Likewise, the Secretary Tourism, C Zangpo informed that we have seen many spots basically for rural tourism having attached with the local nature but some of the work may not immediately done due to the road connectivity and further appealed to preserve tradition and culture. The Secretary further informed that, Bey would be develop with car parking and other waste and amenities since it is the end of the road for Tholung Monastery and further informed that Rs.130 lakhs will be utiliszed for the area for construction of footpath, car parking, public toilet for ladies and gents at Tholung etc. The ward Panchayat, Dup Tshering Lepcha requested for the provision of carriage (additional amount for carriage) for the materials of REDRH and CMRHM owing to the inaccessible area. Similarly, the Secretary RMDD, DR Nepal informed that, the constructions of CMRHM and REDRH have been delayed due to the delaying of supply in materials and further informed that the department had initiated to make self purchase now onwards for the rest of the beneficiaries who have not yet started the construction. After knowing the area being difficult, the secretary said that the people of Sakyong-Pentong will be given priority when they visit to the office at Gangtok for the official work. The power minister, Sonam Gyatso Lepcha while addressing the function informed that since the Sakyong-Pentong GPU is in inaccessible, the government has given priority to the village as more houses under CMRHM and REDRH were being provided to the villagers along with several other developmental schemes. The minister further informed that many project are in pipeline for the development and further appealed to the people to be more active. On the second day, the team visited the Pentong Primary School and the ropeway area below Pentong for the construction of suspension bridge. The Bay-Pentong area of Uppe-Dzongu which was badly affected in Sept. 2011 earthquake and later in Sept.2012 the area was also affected due to cloud burst which caused road blockage due to landslides at different locations of U-Dzongu and the people are still facing several problems due to transportation and communication.
