Many beneficiaries of government programs seem confused about their own place in the system. It tells us that 44 percent of Social Security recipients, 43 percent of those receiving unemployment benefits, and 40 percent of those on Medicare say that they “have not used a government program.” Therefore any cut in benefits will have no effect on them, so they are in favor of austerity cuts in social programs that they are using . It is safe to say that the welfare state is populated by more regular church attendees, living in rural areas, and white recipients, than those of color in urban areas.
