March 17, 2014 Securing Chinas Nuclear Future By Hui Zhang and Tuosheng Zhang As a nuclear weapon state and rising power entering an era of particularly rapid nuclear-energy growth, Chinas approach to strengthening its nuclear security is of global importance. This report, by Hui Zhang and Tuosheng Zhang, examines Chinese perceptions of the threat of nuclear terrorism; describes the current status of nuclear security rules, organization, management, and technologies; and recommends steps for making further improvements — including adopting a minimum baseline threat against which all nuclear facilities must be protected, expanding the use of realistic performance tests, and increasing international cooperation on nuclear security.
