Mayors notes for the September Council Meeting Rooster Ordinance The Town Council decided to table the rooster ordinance since it is redundant to the existing ordinance that already does not allow barnyard animals (including chickens) in town limits unless that area is zoned rural and a special permit is obtained by the resident. That particular ordinance goes back to the 1930s as I am told. The Town has always been lenient about chickens unless it creates a problem. Since the particular problem rooster is no more, it seems that we can just go back to normal. Main Street Parking A petition was presented to the Town Council at last months meeting concerning apartment residents on Main Street using business customer parking sites during business hours. A committee was formed consisting of Dean Goad and Leon Puckett to study the situation. This month the committee indicated that they were working on a letter but were not ready to present it yet. They felt that they will have something to try to remedy the situation by next months council meeting. Sewer Treatment Plant Upgrade The Town has received the Preliminary Engineering Report (PER) from Kevin Heath that includes new equipment, several new sewer lines throughout the town, and generally every possible thing that we do need and might like to have. That being said, the overall estimate was approximately 2.9 million. So unless we can get some significant grant money we may have to look at overhauling our existing equipment and purchasing only those items that are imperative and forget the addition of new lines. We do not want to go into debt, or raise sewage fees to do this. We will be meeting with grant funding people in early October (primarily USDA) to find out what kind of funding and grants will be offered to the town. Finally the town went into a closed session to discuss a real estate matter. No action was taken and the meeting concluded.
