MetroNews Morning News Headlines: The U.S. House beat a deadline and passed a federal government funding bill early this morning. 2nd District Congresswoman Shelley Moore Capito voted for the measure. First District Congressman David McKinley voted against the funding plan. He says there are some good provisions in the bill but it doesnt include any protections for West Virginia coal miners. The bill now heads to the Senate. Pennsylvania State Police are trying to piece together why a Morgantown man was walking on the Parkway East Wednesday. Christopher Ballard, 44,was struck by three motorists--and later pronounced dead. Pennsylvania State Police Public Information Officer Trooper Robin Mungo says there are many unanswered questions. None of the drivers stopped..police have located at least one of the vehicles involved. Ten coal miners at an Alpha Natural Resources operation in Wyoming County were laid off this week. The company says the furloughs happened at its Wyoming County Number-2 Mine in Brenton. Sixty-four people will continue to work at the mine. An environmental coalition says it plans to file a lawsuit against Patriot Coal in connection with alleged water pollution from the Hobet 21 mountaintop removal mine along the Boone-Lincoln County line. The groups announced yesterday theyve filed a notice of intent to sue. Huntington Mayor Steve Williams continues to reorganize city hall. Williams fired public works director David Hagley Thursday. A city spokesman says the decision wasnt based on anything personal.
