Minister claims Governor in dark over misspending Noel Pascoe Dec 16, 2014 A government minister has claimed the resigning East New Britain Governor was kept in the dark about millions of kina paid out by provincial staff. Higher Education Minister and MP for Gazelle in the ENB Province, Malakai Tabar, reacted online last night to comments about the resignation of Ereman ToBaining Jnr yesterday. ToBaining announced he was resigning because of “duplication of the system in the province’’. Other reasons include the lack of funding, especially of the Governor’s office since 2012, as another factor which has caused the office to operate on an adhoc basis. He said he could not continue to act as a rubber stamp in the position with administrative powers only, without any say or control on financial matters, especially for the province. MP Tabar told readers of the East New Britain Facebook page that “From what I gathered and the media people in East New Britain must try and research the truth – the East New Britain Provincial Administration has paid another K3 Million to Raultamama Land Group, Bitapaka LLG. “This was done without his (Ereman ToBaining Jnr) understanding, outside the ENB PEC and also without the approval of ENB JPP&BPC. “He does not want to continue warming the chair while some guy continues to violate the Financial Management Act and is still not being taken to task. If this hurts I am not apologising and I drive around my district with my glasses down and will openly discuss this. Enough of this hiding the real issues.’’ Mr Tabar later added the comments: “Let the situation resolve itself. God bless East New Britain – but somebody continues to steal (misappropriate is the political terminology ) money that is supposed to be used for development in the Gazelle District, Rabaul District, Pomio District and Kokopo District.’’” Joe Raka: Sir,what u r saying is, someone higher up is making decisions to commit funds to certain interest groups and bypassing the PEC/Governor and directing the provincial administrative machinery to make these payments?! Malakai Tabar That is why our Mr Wilson Matawan has been suspended and suspended and again suspended, we have actually over suspended him. When he (WM) was there he was insisting on following the rules. Somebody dig into this because I am privy to some bank documents.’’ - See more at: pngloop/2014/12/16/minister-claims-governor-dark-misspending/#sthash.u6jlnPOh.dpuf
