Minneapolis democracy champion Robin Garwood on why hes voting YES on 1: We need the filing fee to be high enough to a) deter people from filing on a whim or as a joke and b) push candidates to gather signatures rather than paying the fee. . . . Its 500 signatures for mayor and a couple hundred per Council seat (depending on the turnout the last time around). Thats a reasonable expectation, I think. A candidate should be able to demonstrate some level of support -- by JULY of the election year, for pitys sake, after every partys endorsing process is finished -- to file for office. They can show that people are willing to give them money, by paying the fee, or that people are willing to volunteer for them and support them, by gathering signatures. But they should be willing to show that SOMEONE besides themselves thinks they can do the job, and have a shot at winning.
