Monitoring and Evaluation Training for Senior Government Officials of Gilgit Baltistan Agha Khan Foundation Aga Khan Foundation Job Location: Gilgit Country: Pakistan Positions: 1 Department / Job Category: Consultancy Last Date: 25 December, 2014 The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society. The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high caliber professionals/firms for the following Consultancy of two (2) working days in Gilgit: “Monitoring and Evaluation Training for Senior Government Officials of Gilgit Baltistan” Background Education Development and Improvement Project The Education Development and Improvement Programme (EDIP) is a five-year project (May 2010 – June 2015) of the Aga Khan Foundation being implemented in the seven districts of Gilgit-Baltistan, including Gilgit, Astore, Ghanche, Skardu, Hunza-Nagar, Diamer, and Ghizer through a grant from the Department of Foreign Affairs and Trade (DFAT formerly AusAID). The project goal is to enhance access, equity and quality of education with increased gender parity, participation and sustainability of community interventions. More specifically the project aims to: Improve teaching and learning conditions, infrastructure related issues, safety and security for children and teachers, community mobilization and inclusive education to enable children with disabilities to become part of the mainstream. Support further development of the Gilgit-Baltistan Education Strategy (G-BES) to make it viable in the current political and economic scenario of GB. Develop the wherewithal of government to present a time bound Implementation Plan, Activity Matrix and Budget to relevant stakeholders. Programme is designed to improve the accessibility and quality of education in the most remote and marginalized areas of Giglit-Baltistan (GB). Special focus has been given to increasing stakeholder participation in the education sector in the GB region. The Programme seeks the involvement of the Public sector, local communities, NGOs, civil society and the private sector in the implementation of the Programme. The largest recipient of support and development are government schools, relevant line departments and private Educational Institutions. At the strategic level, EDIP supported the refinement of the Gilgit-Baltistan Education Strategy to make it viable in the current political and economic scenario of Gilgit-Baltistan. As a consequence of the 18th Amendment, the Gilgit-Baltistan government will need to put in place arrangements to provide publicly funded education to the citizens of the area, properly governed and managed. The administrative arrangements will ensure quality of education – including standards of quality of content, quality of instruction (including quality of the teacher, pedagogy, and teaching environment) and quality of assessment. With the development of a long-term strategy, Gilgit-Baltistan will have a clear way forward for quality education, and will be in a strong position to attract both government and donor funding to support it. Thus the Department of Education will be able to prepare coherent annual and long-term plans, and can identify funding gaps and coordinate the inputs of development partners to create a coherent programme. This in turn will pave the way towards establishing a Gilgit-Baltistan Sector-Wide Approach, led by the government and supported by development partners, formulating medium-term and long-term programmes within the framework of the long-term strategy. Thus, capacity building of government representatives turns out to be an important element of the overall EDIP strategy for improving the performance of government’s education projects in GB. In the context of technical support initiatives AKF(Pakistan) aims to create a demand for M&E system in the Education Department of Gilgit-Baltistan’s. More so, the M&E training is also identified as one of the key areas during the discussions and capacity assessment exercise. Overall Objectives Purpose of consultancy Given the strategic importance of M&E, AKF (Pakistan) aims to train the senior government officials on M&E including results-based management frameworks. This would enhance their understanding and capacity to conduct their own planning, monitoring, evaluation and reporting. The enhanced knowledge of the senior government officials will enable them to measure and assess their processes and results as well as develop robust, efficient and effective systems. Objectives The overall goal of training is to create a demand for establishing effective and efficient monitoring and evaluation systems in existing governance mechanism of the Education Department of GB. The specific outcomes of the training would be: Improved understanding of the key concepts in monitoring and evaluation. Improved understanding of the significance of monitoring and evaluation in the broader context of project cycle management. Improved knowledge and understanding on: Logical Framework and its relevance to Planning Commission formats. Result-based approach and its relevance to M&E Evaluation Types and Methods Data Collection and Analysis Techniques and their utilization in M&E Training Content/ Scope of Consultancy The training is expected to cover (but not limited to) the following contents: Introduction to Monitoring and Evaluation (M&E) What is monitoring and evaluation Rationale for M&E Understanding PCM and the role of M&E in all stages of PCM Introduction to key programme documents (WBS, LFA, PMF, M&E Plan, MER Framework/Manual) The Logic Model Logic Models (LFA), their relationship to M&E RBM and the Result Chain concept – inter-relation with programme documents (mentioned above) The logic model followed in PC formats - - significance in the government’s context Interactive Exercise to develop a Logic Model of Education Department’s initiatives Monitoring & Evaluation Indicators Indicators and the SMART concept Role of indicators in programme objectives Understanding Indicators of EDIP Interactive Exercise to develop Indicators of GB Education Department’s initiatives Evaluation and its Requisites Evaluation, its types and components Types of data and data collection methods Qualitative and Quantitative data collection tools/methods used in evaluation Comparison Models – QUASI designs (with and without - Before and After), Longitudinal Do’s and Dont’s of evaluation Interactive Exercise to identify the evaluation needs and the most appropriate data collection methods for GB’s Education Department Initiatives M&E Findings – Feedback and Dissemination Role of M&E findings in Decision Making Opportunities to Fix Shortfalls Adjust/revise program components/strategies, targets, timeframe etc. Identify reasons for disseminating M&E findings Identify the users of M&E findings Methods of Communicating M&E findings Training Methodology Since the majority of participants are senior level government officials, therefore, an appropriate methodology should be recommended. AKF (Pakistan) would require an additional note suggesting detailed methodology by the consultant, outlining approaches for adequate participation of the trainees and dealing with their capacity gaps. An innovative method of measuring participants change in participants’ knowledge and expertise during the training is also required. This is important to note that the suggested methodology will be given enough consideration in selection of the client. Deliverables The deliverables in this consultancy will include: Proposed training outline Training programme, training reference materials and teaching package Execution of the training on M&E Training report Schedule The duration of this consultancy is of two (2) working days and in expected to be conducted in the mid of January, 2015. The Training will be conducted in Serena Hotel, Gilgit. Required Qualifications and Experience Master degree in social sciences or a related discipline. At least 10 years of working experience (engagement with government department preferred) of which 6-8 years of M&E related training experience. Excellent facilitation and inter-personal communication skills. Fluent in English and Urdu. Know-how of local language will be an added advantage.
