Email Weather Briefing Courtesy: NOAA/NWS, Portland, OR Friday, March 7, 2014 Emergency Managers and Public Safety Officials, Just a quick email briefing to highlight there will be another decent heavy rain event this weekend. The weather system will also bring high winds to the coast and coast range and breezy conditions inland, beginning late Saturday into Sunday. At this point in time, we don’t expect flooding, but the situation bears watching over the weekend as a couple of rivers are expected to rise close to bankfull. SYNOPSIS: Another strong front will move into the region late Saturday into Sunday bringing another round of heavy rain and strong winds to the area. Winds: Strongest winds will be at the coast and coast range Saturday night. It will also be quite breezy inland late Saturday night into Sunday morning. The winds in the valley won’t be as strong as the winds from the Wed night/Thursday morning storm. Coast/Coast Range: Sustained winds 35 to 40 mph, with gusts in the 60 mph range in coastal communities and coast range. A little stronger gusts around 65 mph for coastal headlands Inland: Sustained 20 to 25 mph with some gusts near 35 mph. Winds probably to stay below advisory levels for inland valleys, but quite breezy. Rain: The weather system coming in late Saturday afternoon into Sunday will produce another round of heavy rain. · - Rainfall amounts of 2 to 4 inches are expected in the Coastal region and Cascades. · - 1 to 3 inches inland valleys. - Possible landslide activity during periods of heavy rain, especially where rainfall rates exceed a half-inch per hour or 2 inches in a 6-hour period. Soils are saturated, so the rainfall will go directly to runoff and create rises in rivers. At this point in time, we don’t expect widespread flooding, but the situation bears watching over the weekend as a couple of rivers are expected to rise close to bankfull. The periods of heaviest rain will be late Saturday night though mid-day Sunday. FORECAST CONFIDENCE: High confidence in high winds at the coast and coast range Saturday night into early Sunday. Moderate confidence for breezy winds inland late Saturday into Sunday. High confidence in heavy rain late Saturday and Sunday. Low confidence for flood threat on several rivers in NW Oregon in SW Washington UNCERTAINTIES: · Biggest uncertainty is the intensity of precipitation that might be heavy enough and of long enough duration to drive rivers and creeks above flood stage. Very heavy rainfall over a short period of time will produce higher rises on rivers than the same amount of rain spread over 24 to 36 hours.
