Morgan Tsvangirai on constitutionalism and the rule of law: The MDC Government will be committed to the following principles: 1. An executive that is fully accountable to the people and parliament 2.The reform of the public service to make it leaner,more efficient and accountable. 3.The creation of Defence and security services that are fully accountable to the people and civilian leadership of the nation. 4.A fully devolved state with an equitable distribution of resources. 5.Faithful observation and enforcement of the rule of law,justice must prevail without favour. 6.The MDC is firmly committed to establishing and maintaining a world class judiciary with complete professional independence and the resources to do the tasks that their position in our socIety demands of them. It is our job ladies and gentlemen to reform the judiciary which is evidently partisan,it is our job to make sure soldiers and police do what they are supposed to do without infringing on our rights as citizens.
