Mr. Eddie Ng Hak-kim, Secretary for Education Strong Opposition to Amendment Item A to the Draft Kowloon Tong Outline Zoning Plan No. S/K18/17 I strongly oppose the captioned amendment and request that the zoning of the southern part of the ex-Lee Wai Lee Campus be kept as “Government, Institution or Community (9)”. The reasons are provided in the ensuing paragraphs: Rezoning of ex-HKIVE (Lee Wai Lee) site: “Unsustainable, Unviable, Unjustified” 1. The HKBU campus is already highly congested with the smallest site among other universities. HK Baptist University has long been discriminated by the Government in the allocation of land resources. To provide a better learning environment for students and for the continuous development of the University, it is most appropriate and justifiable to allocate the former Lee Wai Lee Campus site, which is surrounded by the University’s buildings, to HKBU to enable the expansion of our campus within the vicinity for creating a synergy effect. It is also a win-win solution to allow HKBU to establish a Chinese Medicine Teaching Hospital at the site as this would make the best use of land for education as well as perfecting the teaching of Chinese medicine, benefiting students, patients and the community at large and facilitating the research and development of Chinese medicine. The best use of land for Chinese Medicine Teaching Hospital is for the interest of the general public and the next generation. It can also promote the international status of Hong Kong. 2. Hong Kong and Baptist University has already faced a shortage of land for higher and professional education use. The rezoning of the site for other uses would affect higher and professional education serving for the public health of the community in form of Chinese medical care and is further deteriorating the shortage of land for education and the community at large. 3. The rezoning of the site for private and luxury residential project is ridiculous by sacrificing the land use on higher education and public health affecting the whole population of Hong Kong. The luxury residence has not ever been an issue in Hong Kong. I believe it is the responsibility and role of Town Planning Board to address the issue with sound planning guidelines and not at a rush by having creating other problems and dissatisfaction against the government. 4. In the interest of the next generation, I strongly urge the Government to remove the former Lee Wai Lee Campus site from the Land Sale Programme and terminate the proposal of rezoning the site. This would serve to avoid the irreversible loss to the district, the higher education sector and the general public that would result from sacrificing such a precious piece of land for education use only to address the temporary shortage of housing supply which could be solved by searching from other sites. I am greatly dissatisfied and annoyed by the Governments announcement to put up the site for sales during the public consultation period. Respect for and compliance with the law is one of the core values of Hong Kong. Such a change is unfair to HKBU and against the usual practice. It is totally unacceptable.
