I believe it is Iran, and he is here. but, it can equally mean Afghanistan or any of the neighboring states. So, this group is part of Al Qaeda, based in Afganistan-Pakistan. Where most suni Muslims would expect Al Khoresan to come from. Thus, they expect to recruite more followers from this name, believing they are obliged to follow Al khoresani. This is why Al Qaeda being trying hard to get a group going in Yemen also, so they can call it Al Yemeni. and then tell their sunni brothers, they are obliged to follow him. Clearly CIA been doing some reading before all this.
