My main issue with the tax system is not specific to the individual (some have issues on that front, but I do not) but in the method of overpayment refund notice (online only) that benefits a private tax collector if the population remains unaware. Now I do have an issue with the fact that the tax collector sued when then Mayor Ryan Bingham put the word out to the constituents. Mayor Bingham did the right thing and the suit was later withdrawn but I think it was bad form on the collectors part to institute it. That being said, this Rep-Am report demonstrates the financial incentive for a private tax collector to have a system that does not proactively notify via regular mail the Torrington residents that are OWED a refund for overpayments. Some have argued keeping the system but changing collectors (dont know how that could happen). I believe we need to change the system that rewards private profit through the ignorance of the populace. Such a system is not worth the price even if the alleged 100% collection up front is true in fact as well as attestation. I am open to suggestions. If the public notice issue is addressed, that will go a long way for me. What are our members thoughts on this subject?
