My referendum wish list!!!!! 1. Enhance devolved funds to 40% of national Budget.the budget MUST include national borrowing by govt.( this will reduce govt appetite for uncalled for domestic borrowing). It will instil fiscal discipline and reduce bias. 2. Enhance security by making governors incharge of security in place of county commissioners. 3. Entrench the principle of equal representation by introduction of electoral college. This can be done by use of the last census to determine electoral votes. I.e 38.6m divide by 101,000(smallest county-lamu) to get 382 electors below is an example of how it will be spread. Nairobi-31 electors Kakamega-16 electors Bungoma- 16 electors Kiambu -16 electors Kisii - 11 electors killifi -11 electors Homabay-10electors Kisumu -10electors Machakos-11 electos Nakuru - 16 electors Meru- 13 electors Siaya- 8 electors Lamu-1 elector Isiolo-1 elector. The person who gets 192 electoral college votes is then declared the president. The candidate with the most votes in every county sweeps all the electoral votes in that county. This system supports the principle of equal representation based on absolute population as opposed to tyranny of registered voters. This is tyranny of population.(as opposed to a situation where both central and western have same population of 4.5m yet central has -2.1m voters while western has -1.4m voters- difference of 600,000 votes.) The electors then meet to affirm the outcome JUST for records purposes. These are the only issues I expect as referendum questions
