NACDOR demands Central Legislation Ensuring Population Proportionate Resources for Scheduled Castes & Scheduled Tribes in Pre-Budget Meeting with the Finance Minister In Pre-Budget Meeting with the Finance Minister Shri Arun Jaitley held on 8th January 2008, Chairman of National Confederation of Dalit Organisations (NACDOR) Ashok Bharti demanded that the Government of India shall pass a Central Legislation ensuring proportionate resources allocation for the development of Scheduled Castes and Scheduled Tribes in Budgetary Allocations by the Government mandatory and non-lapsable. Presenting his written demands in a highly structured manner, he asked the Government to set up a mechanism, headed by not less than a Joint Secretary in each and every Ministry and Department, to ensure greater, non-divertible and productive utilisation of plan and non-plan resources under Special Component Plan and Tribal Sub-Plan, which amounts more than Rs. 82 thousand Crores in Budget 2014-15. Mr. Bharti drew the Finance Minister’s attention on the prevailing nutritional emergency among the Scheduled Castes, Scheduled Tribes and asked his intervention to ensure that the ICDS, Mid-Day Meal and other nutritional related program specifically cater to the needs of the nutritionally vulnerable Dalits and Adivasis. Welcoming the Government’s initiative to invest more than Rs. two lakh Crores to improve water and sanitation conditions in India by 2020, Ashok Bharti emphasised the need to specifically spend at least Rs. 50 thousand Crores on providing water and toilets to the Scheduled Castes and Scheduled Tribes with priority. Mr. Bharti requested the Finance Minister to use Budget 2015-16, financial policies and his influence to leverage the greater representation of Scheduled Castes and Scheduled Tribes in education, employment, employability and entrepreneurship in private sector. Mr. Bharti also sought to increase the amount of Dalit Venture Fund from Rs. 200 Cr proposed in the Budget 2014-15 to Rs. 5000 Crores in Budget 2015-16 to encourage and promote entrepreneurial venture by the Scheduled Castes and Scheduled Tribes. National Confederation of Dalit Organisations (NACDOR) is pleased to share that the press communiqué by the Ministry of Finance, issued after the Pre-Budget Meeting on 8th January 2015, has included several suggestions made by the Chairman of National Confederation of Dalit Organisations (NACDOR), Mr. Ashok Bharti. Some of the demands included in the press communique include, to set apart in the coming budget the entire 16.2% for Scheduled Castes and 8.2% for Scheduled Tribes, establishment of well designed and dedicated institutional mechanism for Schedule Caste Sub Plans (SCSPs) Tribal Sub Plans (TSPs) separately at the Centre and State levels, creation of a separate unit within Niti Ayog with power to review, monitor and direct to ensure effective implementation of the SCSP and TSP as well as setting-up of a nodal unit headed by a Joint Secretary with the responsibility of preparation of Annual SCSP Plans and their subsequent implementation.[1] Mr. Bharti had also asked for funds to remove malnutrition among children of dalits and adivasis. While speaking in this meeting, Mr. Bharti suggested for a mechanism needs to be built to develop entrepreneurship among dalits, schemes to be brought out for developing art and culture of dalit and adivasi communities. We would like to share that National Confederation of Dalit Organisations (NACDOR) after receiving the invitation from the Finance Minister circulated the letter of invitation from the Finance Ministry widely and sought the suggestions from the wider Dalit and Adivasi community through their social, religious and employee’s networks and other fraternal civil society organisations. NACDOR organized five meetings - three with the Dalit and Adivasi Community Leaders in Delhi, Uttar Pradesh and Madhya Pradesh, one with Scheduled Castes and Scheduled Tribe Employees and one with the leaders of Civil Society in Delhi on 6th January 2015. We also received more than a hundred suggestions and we incorporated all the suggestions in one form or the other in the submitted documents.
